Let's say Tampa Bay has. They are 2 seasons removed from the Cup with a little D and a goalie they are right back.

The New York Islanders, the NY Rangers and the New Jersey Devils were the most active. They want the cup and are willing to pay for it. With the weakness of the Amercian dollar and the resurgence of the Canadian dollar, why aren't the Canadian teams more active?
