06 or 07- Which Penn State team is better?

9 games into this season Penn State is 6-3, the exact same point they were last year. So what's the difference and how do we decide which team is better? Penn State beat a ranked team, something they didn't do in this span last year, and beat Notre Lame as well. Both teams lost to Michigan and Ohio State. But the 06 squad led the Buckeyes for a half, and were only down 14-6 before the two Morelli pick sixes. In 06, PSU beat everyone they were favored to, unlike this 07 team (Ilinois). But in 06, they also lost to everyone they were supposed to lose to, unlike this team (Wisconsin).
