I thought that it would be a Super Bowl era Qb. When Graham was playing the seasons were shorter by two games. The game was also a lot different in 40's and 50's not as much passing.
Otto Graham started for the browns for ten years he lead them to 10 straight league championships and 7 (i forget the name off the top of my head but the era's equivalant to the SB)
Since the times are different you have to look at the percentages.
Graham Montana
Completion 55% 63%(because of the system)
TD % 6.6% 5.1%
Int % 5.1 % 2.6%
Y/A 9.0 6.9
Y/C 16.1 11.9
raing 86.6 92.3(system, time period)
Wining% 88.1/83.3* 71.3
Both were MVPs for their leagues twice. Graham did while playing in 5 less seasons. Shorter seasons i might add.
Montana was an All-Pro in 8 season Graham was All-Pro in 10.

Graham was a great QB, but Montana was better. Look at who has better stats:
Passing Yards? Montana
Touchdown's? Montana
Rushing Yards? Montana
Completion Percentage? Montana
As you can see, Montana leads in those key categories.
Ultimately though, championships have a large impact as well. Montana won 4 titles and was a Super Bowl MVP three times, while Graham won just three championships.

What are you talking about Graham won 7 championships. Anyways. Graham also played in every game in his 10 years with the browns. Montana only played 2 complete seasons. Graham was more durable. The passing yards and all of that all came from the style of the game. Why is it a common misconception that players who played in the SB era and won the MVP are so much better than their predecessors. So not the case. The game changed that has so much to do with it.
Can you name any other QB who lead his team to the league Championship game in all 10 years as a QB. I did not think so that in alone i believe is the best stat you can give. 10 straight in pro sports that is just ridiculous.
I guess it is just the nature of the game that the Super Bowl means so much more now than anyother championship games. All media hype really.

Sorry, I was talking NFL.
Montana played 11 seasons more than 12 games. You said Graham played in 12 game seasons, and Graham only played 10 seasons. Montana played more games than Graham. Montana also suffered a career-threatning injury and was told he should retire. He came back and was still and effective QB.
Graham's feat is impressive, but during his career, he played against 12 teams or less. Montana played against 28+ throughout his career. Ten straight years is impressive, but Montana played great also against many more teams, and while not as impressive, he led his team to the playoffs nine out of ten years.
Joe Montana has 99 more TD's, over 16,000 more passing yards, a lower interception %, almost 2000 more completions, and many more rushing yards. The times were different, but Montana put up much better stats.
Montana was arguably the greatest clutch QB ever. He holds playoff records for most TD passes and passing yards. He also is the only player ever to win the Super Bowl MVP three times.
If it is relevant, I knew who Otto Graham was.

Otto Graham was great but he wasn't as good as Montana or Unitas IMO. Graham was one of the few quarterbacks back in the day to never call his own plays. He was more or less, a really good system quarterback. Sid Gillman saw both Graham and Unitas play and he called Unitas the greatest quarterback to ever play the game.
