I believe the answer to the stated question is Willie Randolph.
The Mets are underachieving this season...they were projected to make the playoffs and at least make the NLCS, if not win the whole stinking World Series, however, right now the team is 32-34, seven games back of both the division and wild card leads...
All of this is coming with a good young lineup including David Wright and Jose Reyes and having strong veterans with Carlos Beltran, Carlos Delgado, and Luis Castillo...
Not to mention the best pitcher in baseball coming to the team in a trade during the offseason, Pedro coming back, and the only loss from the rotation being Tom Glavine and El Duque, who were replaced by Santana and Martinez...
Also, this is just 2008...the Mets had an EPIC collapse in 2007, having a seven game lead September 12, and going 5-12 over the next 17 games, blowing said lead...Since September 11, 2007, the Mets are 37-47, after going 83-62 prior to September 11.
Willie Randolph has done a horrendous job of using the good talent that he has and fulfilling it's maximum potential...

That seems the most popular and sexy pick these days, but if you look deeper into some current MLB Managers' situations, you'll see he's not the worst off....
- "when a player is questioning his teammates' effort in public, the manager probably isn't long for this world." (AOL Sports)
- " team seems to lack direction and has little confidence in their manager." (AOL Sports)
- "sources close to the organization tell... in the midst of another horrid road trip...will soon be relieved of his duties" (Milwaukee Journal Sentinel)
- "status almost certain to be in question all season" (Wisconsin State Journal)
There are many, many more articles on this situation, however you get the idea...
Radio shows already are questioning his competency. Fans are already asking for his head (there are even sites for the sole porpuse of him getting fired)
His handling of the bullpen has been turbulent and confusing. Throughout his career with the team he has had MULTIPLE 2nd half collapses. He has had more shots at it than Willie, and yet failed more. Many say that Attanasio expects a make-the-playoffs-or-else season... and everything points other wise...

Those same issues have been boiling up in Queens this year as well...
Billy Wagner has been ripping his teammates...
Darryl Strawberry is saying that Randolph is unable to get through to his players...they won't listen to him...When that happens, you know that you've lost all control of your team...especially when it happens to a guy like Randolph, who hasn't exactly been a slouch when he's managed...
Randolph was given a roster that could have easily won the NL East this season, contended in the playoffs, and had the potential to win a World Series, and has completely blown it up...
The Mets have 0 complete games this season...when you've got Johan Santana, who has had at least one every year he's started, on the roster, that's unacceptable...You DON'T bring in the closer when Mike Pelfrey's been dominant the entire game, is up 3-0, and gives up a single to start the ninth...You start with the closer or wait till it gets worse...They have one of the best staffs in baseball...there's no reason to be 33-35

Granted Randolph's situation isn't good either, but let's break this down into some stats...
You've stated, as a major reason for Willie to get fired, his 2nd half collapses...however let's compare!
(April - June) (July- Setember)
05 39-39 44-40
06 47-32 50-33
07 46-33 42-41
As you can see, Willie's Mets have not made it a habit of collapsing...on the contrary, they have been quite consistant ( 55.9 % - 1st half / 54.4 % 2nd half). Overall, 55.1 win pct....Not great, but not bad at all!

Well, Ned has had more shots at it...since 03, and what has he done? Time and time again, the Ned's Brewers have started off the season with a decent start (49.8 % win pct for 1st half - April/ June) while falling off and dissapointing the fans (42.8 win pct. for 2nd half)...
So, what does all this show?
1) Ned has had more time than Willie to implant his "gameplan".
2) And, with that time, he has done absolutely nothing.
3) As proven, your 2nd half collapses are out, for Yost's team has produced less in 2nd halfs than Willie's.
3rd argument, I'll talk about 07 Mets.

Let's look at season records for both of them as well...
Randolph's Mets
2005: 83-79 T-3rd in NL East
2006: 97-65 1st in NL East
2007: 88-74 2nd in NL East
Have the Mets been terrible under Randolph? No....they improved over the 71-91 team they had under Art Howe in 2004; however, the fact needs to be shown that the Mets have made the playoffs just once out of the three years that Randolph has been the manager, which, with the players that he has been given, is unacceptable...The Mets returned almost the entire 2006 team, yet they failed to make the playoffs in 2007...
You want to talk about second half collapses, yes, Yost has not done well in the second half, but...has he ever allowed his team to just completely blow a seven game lead by losing 12 of 17? Scoring over 5 runs in seven of the losses?

2003: 68-94 6th NL Central
2004: 67-94 6th NL Central
2005: 81-81 3rd NL Central
2006: 75-87 4th NL Central
2007: 83-79 2nd NL Central
When Yost took over for Davey Lopes, the Brewers had just lost 100 games...he took a team that had been the laughingstock of baseball and made them a contender...He has had time to put a plan in and it shows in the records...

"made them a contender" .......really? Ask any Brewers fan if they think they feel they've been a contender these past few years....Out of all these years, only once did they finish above .500!
As I have shown, Yost has had more time and done less.
But in any case, let's look at the 07 Mets, which seems to be the basis for your argument..
1) Let's not forget , in only 3 yrs, Willie's Mets won the NL East for the first time since 88, went to the playoffs for the first time in 6 yrs, and was one game away from the World Series.
2) Is it Willie's fault the Phillies were amazing in the 2nd half, ending the season winning 13 of 17 games?
3) Was the hitting to blame? When Alou, Wright, Delgado all hit over .320? When Alou, Wright, Castillo, Lo Duca, Beltran all has more than 10 RBIs?
4) All major starters had a decent ERA and a over .500 record? (4.40 ERA for starters in 07) When Billy Wagner posted an under 3.0 ERA with 34 saves?
What I'm trying to say is...sure they faltered in the end, BUT it's easy to blame just one guy.

John McLaren deserves to be fired a lot more than Randolph and Yost. The problem with Yost is the thing that he can't help his team win at all. he isn't a good coach, his pitching sucks, his hitting is off and on so many times it is just sad.
