It is Roscoe Parrish, he is very exciting to watch. He is the spark plug behind the bills special teams . I know he has started slow nd is currently injured this year.

Roscoe Parrish doesn't even return kickoffs. He is strictly a punt returner. Now he is good at returning punts, but he is not even close to the return man Joshua Cribbs is.
Last year, Joshua Cribbs led the NFL in kick return average at 30.7 yds/return (even more than Hester). He led the NFL in total return yards. He was 4th in punt return average and had 3 return TD's which was second only to Hester.
Get this, Cribbs led the entire NFL in All-Purpose yards.
All of that is why Cribbs was selected to the Pro Bowl over Parrish and selected as the Second Team All-Pro returner, while Parrish was not.
The only edge Parrish has is that his punt return average is slightly better than Cribbs. But Cribbs' far superior ability on kick returns more than makes up that slight difference.

You said it, he has started slow so how can you call him the best? I've got two names for you, Darren Sproles of the Chargers. The little engine that could, way better that Parrish at this point. Darren Sproles is averaging 32.4 yards per return not to mention he has a 103 yard TD and 11 returns for over 20 yards and 4 for over 40 yards. That equals to great field position pretty much every time he touches the ball. Clearly the best besides Hester in the NFL.

Johnnie Lee Higgins for the Raiders returns both kicks and punts and is pretty damn good too.
I think Cribbs is good...Hester is good...Parrish only returns punts. The problem evaluating return men is that after 1-2 good years doing it - other teams start kicking away from the guy(s). So...every 2 years or so you see a new name as the best return guy(Higgins for example came out of nowhere).
So...my opinion is that you really cannot say 1 is better than another.

As I clicked here, I was thinking, 'too bad the question doesn't say "punts" because it'd be Roscoe Parrish'..... and what do I see when I get here? Roscoe Parrish.... to the general layman... saying returning kicks refers to kickoffs, whereas returning punts is well.... returning punts. That's even the positional names... Kick Returner, Punt Returner.... Sadly, to the right we go... sorry to my Bills.....
